၁။၁၉၈၈ခုႏွစ္ဩဂုတ္လ(၈)ရက္ေန႕ဟာ(၂၆)ႏွစ္ၾကာျမန္မာျပည္သူတရပ္လုံးကိုမတရားဗုိလ္က်စုိးမိုးအုပ္ခ်ဳပ္ၿပီးဆင္းရဲတြင္းပို႕ခဲ့တဲ့မဆလတပါ တီအာဏာရွင္စနစ္ကို ျပည္လုံးကၽြတ္အုံၾကြဆန္႕က်င္တိုက္ပဲြဝင္ခဲ့တဲ့ျမန္မာနိုင္ငံတြင္းသာမကကမၻာ႕သမိုင္းတြင္ပါမွတ္တမ္းတင္ခဲ့ရတဲ့သမိုင္းဝင္ေန႕ထူးေန႕ျမတ္ ႀကီးျဖစ္ပါတယ္၊ဤသမိုင္းဝင္ေန႕ႀကီးဟာယၡဳ ၂၀၁၅ခု ဩဂုတ္လ(၈)ရက္ေန႕တြင္ (၂၇ )ႏွစ္တင္းတင္းျပည့္ခဲ့ပါၿပီ။

၂။ျမန္မာျပည္သူေတြေမွ်ာ္မွန္းထားတဲ့တရားမွ်တတဲ့စစ္မွန္တဲ့ဒီမိုကေရစီကိုအေျခခံတဲ့ဖယ္ဒရယ္ျပည္ ေထာင္စုတည္ေဆာက္ေရးပန္းတိုင္ကိုမေရာက္ရိွေသးပါ၊ဗုိလ္ခ်ဳပ္ႀကီးေနဝင္းဦးေဆာင္တဲ့ျမန္မာစစ္အာဏာရွင္စ နစ္ဆိုးလက္ေအာက္ကိုျမန္မာျပည္သူေတြက်ေရာက္ခဲ့တဲ့၁၉၆၂ခုႏွစ္ကစၿပီးေရတြက္ပါက၊ ျမန္မာျပည္သူအားလုံးစစ္ကၽြန္ဘဝေရာက္ခဲ့တာႏွစ္ေပါင္း(၅၃)ႏွစ္ေက်ာ္ခဲ့ပါၿပီ၊ျမန္မာျပည္သူေတြဟာ ဘယ္ေလာက္ပဲခက္ခဲၾကမ္းတမ္းပါေစဇဲြလုံးလမေလွ်ာ့ပဲဤစစ္အာဏာရွင္စနစ္ဆိုးကိုအၿပီးတိုင္ေခ်မႈန္း ေရးအတြက္ယေန႕တိုင္တိုက္ပဲြဝင္လွ်က္ရွိျခင္းကို(၂၇)ႏွစ္ေျမာက္ရွစ္ေလးလုံးေန႕ထူးေန႕ျမတ္တြင္အ ထူးဂုဏ္ ျပဳမွတ္တမ္းတင္ပါသည္။

၃။ျမန္မာစစ္အာဏာရွင္မ်ားဟာလိမ္ညာမႈမ်ိဳးစုံကိုသုံးၿပီးအမည္အမ်ိဳးမ်ိဳးျဖင့္ျမန္မာျပည္သူတရပ္လုံးကိုအုပ္ခ်ဳပ္ေနဆဲျဖစ္ပါတယ္၊ျမန္မာျပည္သူတရပ္လုံးဤစစ္အာဏာရွင္စနစ္ဆိုးမွလြတ္ေျမာက္ရန္ တနည္းအားျဖင့္ျမန္မာျပည္သူတရပ္လုံးစစ္ကၽြန္ဘဝမွအျမန္ဆုံးလြတ္ေျမာက္ေရးအတြက္တခုတည္း ေသာလုိအပ္ခ်က္ကေတာ့စည္းလုံးညီညြတ္ေရးပဲျဖစ္ပါတယ္၊ျမန္မာျပည္သူတရပ္လုံးကိုဂုတ္ေသြးစုပ္ ေနၾကတဲ့စားဖားေတြရဲ႕ညီညြတ္ေရးကိုဗမာအပါအဝင္တိုင္းရင္းသားလူမ်ိဳးစုအားလုံးရဲ႕စည္းလုံးညီညြတ္ ေရးျဖင့္အၿပီးတိုင္ေခ်မႈန္းၿပီးျပည္သူေတြရည္မွန္းထားတဲ့စစ္မွန္တဲ့၊တရားမွ်တတဲ့ဖယ္ဒရယ္ျပည္ေထာင္ စုႀကီးေအာင္ျမင္စြာတည္ေဆာက္ရာမွာျမန္မာတိုင္းျမန္မာတိုင္းစည္းကမ္းရွိိစြာညီညြတ္စြာပါဝင္ႀကုိးပမ္းၾကရန္အခ်ိန္ေရာက္ပါၿပီ။

၄။၂၀၁၅ခုႏွစ္ဟာျမန္မာ့ဒီမိုကေရစီေရးလႈပ္ရွားမႈအတြက္အလြန္အေရးႀကီးပါတယ္၊လာမည့္၂၀၁၅ခုနိုဝင္ဘာလ(၈)ရက္ေန႕တြင္က်င္းပမည့္ပါတီစုံအေထြေထြေရြးေကာက္ပဲြတြင္္၊ေဒၚေအာင္ဆန္းစုၾကည္ဦးေဆာင္တဲ့အမ်ိဳးသားဒီမိုကေရစီအဖဲြ႕ခ်ဳပ္အားတခဲနက္အနိုင္ရရိွေအာင္ျမန္မာတိုင္းျမန္မာတိုင္းတာဝန္သိသိေထာက္ခံၿပီးမဲထဲ့ျခင္းျဖင့္ျမန္မာ့ဒီမိုကေရစီေရးတြင္ပါဝင္ႀကိုးပမ္းၾကရန္ျပတ္ျပတ္သားသားတိုက္ တြန္းနႈိးေဆာ္လိုက္ပါတယ။

၅။ကေနဒါေရာက္ဗမာအပါအဝင္ျမန္မာနိုင္ငံတိုင္းရင္းသားမ်ားအၾကားစီးလုံးညီညြတ္ေရးႏွင့္၂၀၁၅ခုႏွစ္နိုဝင္ဘာလ(၈)ရက္ေန႕တြင္က်င္းပမည့္ပါတီစုံမအေထြေထြေရြးေကာက္ပဲြတြင္ေဒၚေအာင္ဆန္းစုၾကည္ ဦးေဆာင္သည့္အမ်ိဳးသားဒီမိုကေရစီအဖဲြ႕ခ်ဳပ္အျပတ္အသတ္အနိုင္ရရိွေရးတို႕အတြက္ျမန္မာကေနဒီယန္ကြန္ယက္အေနျဖင့္မည္သည့္အဖဲြ႕အစည္းႏွင့္မဆိုအစြမ္းကုန္ပူးေပါင္းႀကိုးပမ္းေဆာင္ရြက္သြား

Myanmar sets historic general election date

• 8 July 2015

Myanmar will go to the polls on 8 November in its first open general election in 25 years, officials say.

The vote is seen as a crucial next stage in steps towards full democracy.
Reform in Myanmar (also called Burma) has been under way since 2010 when military rule was replaced by a military-backed civilian government.
The ruling USDP faces a head-to-head contest with Aung San Suu Kyi's National League for Democracy. She won elections in 1990 that were scrapped.
Dozens of other parties are also expected to take part in the vote.
The election commission announcement, posted on its website, confirmed what a senior election official had told the BBC earlier on Wednesday.

The NLD won the last free general election in Myanmar in 1990 but the then-ruling military junta ignored the results.
The party boycotted a national election in 2010 because its leader was barred from standing.
Election laws said anyone serving a prison term could not stand and Ms Suu Kyi, a Nobel Peace laureate, had been convicted of breaching the terms of her house arrest in 2009. She was freed later in 2010.
Eighty-three parties are likely to contest the polls and a quarter of the 664 parliamentary seats will be reserved for the military.
A president will be chosen by parliament after the election but under the constitution Ms Suu Kyi is barred from taking the top job because her late husband was British and her two sons are British citizens.
Two weeks ago parliamentarians voted down a motion to amend this clause. They also voted to keep the army's veto over constitutional change, dealing a blow to hopes for fuller democracy.
The NLD has said it will formally announce if it intends to stand within three days of the election date officially being announced.
But Soe Win Than of the BBC Burmese Service reports all political parties must contest at least three constituencies to exist as a party.
He adds it is the first time in many decades a general election will be held with "the potential widest participation by the many opposition parties".
Ms Suu Kyi campaigned door to door on Saturday in Yangon and has hinted she will stand.

ယခု ၂၀၁၄ ဇြန္လအတြင္း ျမန္မာ့ႏိုင္ငံေရး ျဖစ္စဥ္အသစ္အခ်ိဳ႕ကို ေပၚထြက္လာသည္။ စိုးရိမ္စရာျဖစ္သည္။ လာမည့္ ၂၀၁၅ ေရြးေကာက္ပြဲ အခင္းအက်င္းအတြက္ အဆိုးျမင္စရာေတြ ျဖစ္သည္။  မရိုးမသား ႏိုင္ငံေရး အကြက္ခ်မႈမ်ား ေပၚလာျပီလားဟု သို႕ေလာ သို႕ေလာ၊ စဥ္းစားစရာျဖစ္လာသည္။ ပထမ ျပကြက္က ေဒၚေအာင္ဆန္းစုၾကည္ သမၼတတာဝန္ထမ္းေဆာင္ခြင့္ မရရွိေစရန္ တားဆီးထားေသာ ၂၀၀၈ ဖြဲ႕စည္းပံု အေျခခံဥပေဒမွ ပုဒ္မ ၅၉ (စ) ပါ ျပ႒ာန္းခ်က္မ်ားကို ျပင္ဆင္ရန္ မလိုအပ္ဟု၊ “ျပည္ေထာင္စုလႊတ္ေတာ္၊ ဖြဲ႕စည္းပံု အေျခခံဥပေဒ ျပင္ဆင္ႏိုင္ေရး အေကာင္အထည္ေဖာ္မႈ ေကာ္မတီ” က ဆံုးျဖတ္လိုက္သည့္ ကိစၥျဖစ္သည္။ ျပည္ေထာင္စု ႀကံ့ခိုင္ေရးႏွင့္ ဖြံ႕ၿဖိဳးေရးပါတီမွ လႊတ္ေတာ္ကိုယ္စားလွယ္ အမ်ားစု ပါဝင္ေသာ လႊတ္ေတာ္ ကိုယ္စားလွယ္ ၃၁ ဦးပါ ေကာ္မတီက ဇြန္လ ၆ ရက္ေန႔တြင္ က်င္းပေသာ အေျခခံဥပေဒ ျပင္ဆင္ေရး အစည္းအေဝးတြင္ ပုဒ္မ ၅၉ (စ) ကို ျပင္ဆင္ရန္ မလိုဟု မဲခြဲ ဆံုးျဖတ္လိုက္ျခင္း ျဖစ္သည္။
ဒုတိယ ျပကြက္က PR ကိစၥျဖစ္သည္။ မဲအမ်ားဆုံး ရရွိသူကုိ အႏုိင္ေပး တဲ့ ေရြးေကာက္ပြဲ စနစ္ (First Past The Post – FPTP System) အစား အခ်ဳိးက် ကုိယ္စားျပဳ စနစ္ (Proportional Representation-PR System) ကုိ ေျပာင္းလဲ က်င့္သုံးသင့္ေၾကာင္း လႊတ္ေတာ္၌ တေက်ာ့ ျပန္ေဆြးေႏြးခဲ့ၾကသည္။ ဇြန္လ(၁၁)ရက္ေန႔တြင္ က်င္းပသည့္ အမ်ိဳးသားလႊတ္ေတာ္တြင္ (Proportional Representative / PR) ကို က်င့္သံုးရန္ လႊတ္ေတာ္ကိုယ္စားလွယ္ ၂၀၄ ဦးအနက္ ကန္႔ကြက္မဲ ၈၅ ဦးသာရွိသျဖင့္၊ အမ်ားစု ေထာက္ခံမဲျဖင့္ အတည္ျပဳလိုက္သည္။
အမ်ိဳးသားလႊတ္ေတာ္အတြက္  PR အခ်ိဳးက် ကိုယ္စားျပဳစနစ္ က်င့္သံုးရန္ အဆိုအား ဇြန္ ၁၁ ရက္က ျပဳလုပ္သည့္ အမ်ိဳးသား လႊတ္ေတာ္တြင္ ေျပာင္ဆႏၵမဲျဖင့္ မတ္တတ္ရပ္ေစ၍ မဲခြဲရာတြင္ တပ္မေတာ္သားကိုယ္စားလွယ္မ်ားအားလံုး၊ တိုင္းရင္းသား ပါတီမ်ား မွ ကိုယ္စားလွယ္မ်ားႏွင့္ NLD ပါတီမွ ကိုယ္စားလွယ္မ်ားက ကန္႔ကြက္ၾကေသာ္လည္း အာဏာရျပည္ခိုင္ျဖိဳးပါတီမွ လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ား၏ ေထာက္ခံမဲမ်ားျဖင့္ PR စနစ္ က်င့္သုံးရန္ အတည္ျပဳခဲ့သည္။
ဤသည္မွာ လက္ေတြ႕ႏိုင္ငံေရးနယ္ပယ္၌ လူထုေထာက္ခံမႈ အမ်ားစု ရရွိထားသည့္ ေဒၚေအာင္ဆန္းစုၾကည္ဦးေဆာင္ေသာ အမ်ိဳးသားဒီမိုကေရစီအဖြဲ႕ခ်ဳပ္ (NLD) အား အာဏာရပါတီက ထိပ္တိုက္ျပတ္သားစြာ ဆန္႕က်င္အတိုက္အခံ ျပဳလိုက္သည့္ သေဘာကို ျပသလိုက္ျခင္း ျဖစ္သည္။ PR စနစ္ ေဖာ္ေဆာင္ေရးအတြက္ အမ်ဴိးသားလႊတ္ေတာ္အတြင္း “PR စနစ္ အေကာင္အထည္ေဖာ္ေဆာင္ေရး ေကာ္မတီ” တရပ္ကို လည္း တက္သုတ္ရိုက္ ဖြဲ႕စည္းလိုက္သည္။ PR စနစ္ကိစၥ ေဆြးေႏြးၾကရာတြင္ ပါ၀င္သည့္ လႊတ္ေတာ္ကိုယ္စားလွယ္ (၂၅) ဦး အပါအ၀င္ ကိုယ္စားလွယ္ ၄၀ ေက်ာ္ျဖင့္ ဇြန္လ(၁၁) ရက္ေန႔တြင္ ဖြဲ႔စည္းခဲ့ေၾကာင္း အမ်ဴိးသားလႊတ္ေတာ္ သတင္းရပ္၀န္းမွ သတင္းမ်ား ထြက္ေပၚလာသည္။
PR အဆို လႊတ္ေတာ္အတြင္း တေက်ာ့ျပန္ တင္လာခ်ိန္တြင္၊ ညီေနာင္တိုင္းရင္းသားပါတီမ်ား ဖက္ဒေရးရွင္း (NBF) အဖြဲ႕၀င္ တုိင္းရင္းသားပါတီမ်ားက သေဘာထားအျမင္မ်ားကုိ ထုတ္ေဖၚခဲ့ၾကေၾကာင္း ေတြ႕ရသည္။ တိုင္းရင္းသားျပည္နယ္မ်ားတြင္ ေရြးေကာက္ပြဲ၌ PR စနစ္က်င့္သံုးမည္ဆိုပါက လူထုဆႏၵထုတ္ေဖာ္၍ ဆန္႔က်င္ ေဆာင္ရြက္သြားမည္ဟူေသာ အသံမ်ားထြက္လာ သည္။
ရခုိင္အမ်ဳိးသားပါတီ ဒုတိယေခါင္းေဆာင္ အမ်ိဳးသားလႊတ္ေတာ္ကုိယ္စားလွယ္ ေဒါက္တာေအးေမာင္က “PR စနစ္ကို ေျပာင္းေစ ခ်င္ရင္ ကြၽန္ေတာ္တို႔ႏိုင္ငံသဘာ၀၊ ယဥ္ေက်းမႈ ပါတယ္။ သူမ်ားႏုိင္ငံမွာ မ်ဳိးႏြယ္စုမမ်ားဘူး။ ကြၽန္ေတာ္တို႔ဆီမွာ မ်ဳိးႏြယ္စုေတြမ်ား တယ္။ သူမ်ားႏိုင္ငံမွာျပ႒ာန္းလို႔ ကြၽန္ေတာ္တို႔ႏိုင္ငံမွာ ျပ႒ာန္းရမယ္ဆိုတာ မရွိသင့္ဘူး။ စနစ္တစ္ခုကို ျပ႒ာန္းမယ္ဆိုရင္ လူထုနဲ႔ အံ၀င္ခြင္က် ရွိ၊ မရွိကို သံုးသပ္ရမယ္။ ဖြဲ႕စည္းပံုမကိုက္ဘူး။ ေရြးေကာက္ပြဲဥပေဒနဲ႔ မကိုက္ဘူး။ ေျပာင္းခ်င္ရင္ ျပည္ေထာင္စု လႊတ္ေတာ္ကေန ဥပေဒျပန္ျပ႒ာန္းေပးမွရမယ္။ ဒီဟာနဲ႔ပတ္သက္လို႔ အေလ့အက်င့္ေတြလိုတယ္။ ပါတီစုရဲ႕သေဘာထား၊ ျပည္သူ ရဲ႕သေဘာထားလိုတယ္” ဟု ေျပာၾကားေၾကာင္း အလဲဗင္းမီဒီယာသတင္းတြင္ ေတြ႕ရသည္။
ဤတြင္ PR စနစ္ကုိ မည္သူေတြက မည္သည့္အတြက္ေၾကာင့္ ေျပာင္းလဲက်င့္သုံးခ်င္ရသနည္းဟု ေမးခြန္းထုတ္စရာ ျဖစ္လာသည္။ ၁၉၉၀ ခုႏွစ္ ေမလ ေရြးေကာက္ပြဲ မတိုင္မီက လူထုအတြင္း ႏိုင္ငံေရးရာသီဥတုအေနအထားမ်ိဳး ယခုလက္ရွိအခ်ိန္တြင္ ျပန္ေတြ႕လာေနရျခင္းက အဓိကအေၾကာင္းျဖစ္ဖြယ္ရွိသည္။ ၂၀၀၈ ဖြဲ႕စည္းပုံအေျခခံဥပေဒ အခန္း (၁၂)၊ ဖြဲ႕စည္းပုံအေျခခံဥပေဒ ျပင္ဆင္ျခင္းမွ ပုဒ္မ ၄၃၆ အား ျပင္ဆင္ေရးလႈပ္ရွားမႈကို “အမ်ဳိးသားဒီမုိကေရစီအဖြဲ႕ခ်ဳပ္ (NLD)” ႏွင့္ “၈၈ မ်ဳိးဆက္ ၿငိမ္းခ်မ္းေရး ႏွင့္ ပြင့္လင္းလူ႔အဖြဲ႕အစည္း” တို႔ ဦးေဆာင္ကာ ျပည္သူမ်ား လက္မွတ္ေရးထုိးဆႏၵထုတ္ေဖာ္မႈကို ေမ ၂၇ ရက္ကစတင္ၿပီး  တစ္ႏုိင္ငံလုံး၌ျပဳလုပ္လွ်က္ရွိရာ လူထုေထာက္ခံမႈ ေရခ်ိန္ အံ႕မခန္း ျမင့္မားေနေၾကာင္းေတြ႕ရသည္။
ပုဒ္မ ၄၃၆ ျပင္ဆင္ေရး လက္မွတ္ေရးထုိးလႈပ္ရွားမႈကို တစ္ႏုိင္ငံလုံးရွိ NLD တုိင္း၊ ခ႐ုိင္၊ ၿမိဳ႕နယ္ႏွင့္ ရပ္/ေက်း႐ုံးမ်ား၊ ၈၈ မ်ဳိးဆက္ ၿငိမ္းခ်မ္းေရးႏွင့္ ပြင့္လင္းလူ႔အဖြဲ႕အစည္း၏ ၿမိဳ႕နယ္႐ုံးမ်ားတြင္ အေျချပဳ၍၊ လက္မွတ္ေရးထုိး လႈပ္ရွားမႈကို ေမ ၂၇ ရက္မွ ဇူလုိင္ ၁၉ ရက္အထိ ရက္ေပါင္း ၅၄ ရက္ၾကာ ျပဳလုပ္မည္ဟု သိရသည္။ ၄င္း လႈပ္ရွားမႈႏွင့္ပတ္သက္၍ အာဏာရပါတီႏွင့္ အစိုးရကိုယ္တိုင္ စိုးရိမ္ႀကီးစြာ ေစာင့္ၾကည့္ေနသည္ကိုလည္း ေတြ႕ရသည္။
လက္ရွိ ႏိုင္ငံေရးအခင္းအက်င္းကို သတိထားၾကည့္လွ်င္ အစိုးရႏွင့္ အာဏာရပါတီက လူထု၏ တက္ၾကြႏိုးၾကားမႈ ဒီေရလိႈင္း ျမင့္ တက္လာသည္ကို ဆန္႕က်င္ဟန္႕တားရန္ ခက္ေနသည့္အေလ်ာက္၊ လူထုႏွင့္ ေရလိုက္ငါးလိုက္ ဖြဲ႕စည္းပုံျပင္ဆင္ေရးလႈပ္ရွားမႈကို ေထာက္ခံေျပာဆိုလွ်က္ရွိသည္။ သို႕ေသာ္ လူထုက ျပင္လိုသည့္ ဖြဲ႕စည္းပုံ ျပင္ဆင္ေရး သေဘာထားႏွင့္ အာဏာရ အ၀န္းအ၀ိုင္း က ျပင္ဆင္လိုေသာ သေဘာထား (၂)ခု ၾကား ကြာဟမႈက အေတာ္ ႀကီးမားႏိုင္ပါသည္။ ေမ(၃၁) သမၼတ ဦးသိန္းစိန္၏ မိန္႕ခြန္းပါ သေဘာထားကို ေထာက္ရႈလွ်င္ သိႏိုင္သည္။
သမၼတဦးသိန္းစိန္က “ဖြဲ႕စည္းပုံအေၿခခံဥပေဒၿပင္ဆင္ေရးနဲ႔ စပ္လ်ဥ္းၿပီး ကၽြန္ေတာ့္ရဲ႕ သေဘာထားရပ္တည္ခ်က္မ်ားကို ထပ္ေလာင္းေၿပာၾကားလိုပါတယ္။ ပထမအခ်က္ကေတာ့ ၿငိမ္းခ်မ္းေရးၿဖစ္စဥ္ကို အေၿခၿပဳသည့္ တိုင္းရင္းသား စည္းလုံးညီၫြတ္ေရး အတြက္ မၿဖစ္မေနၿပဳလုပ္ ရမည့္ ႏိုင္ငံေရးေဆြးေႏြးပြဲမ်ားမွ ေပၚေပါက္လာေသာ သေဘာတူညီခ်က္မ်ားေပၚမူတည္၍ လိုအပ္သလို ၿပင္ဆင္ၿခင္း၊ ပယ္ဖ်က္ၿခင္း၊ ၿဖည့္စြက္ ေရးသားၿခင္းမ်ား ၿပဳလုပ္သင့္ပါတယ္။”  ဟု ေျပာပါသည္။
ဆိုလိုသည္မွာ ႏိုင္ငံလုံးဆိုင္ရာ အပစ္အခတ္ရပ္စဲေရး သေဘာတူစာခ်ဳပ္ ခ်ဳပ္ဆိုျပီးခ်ိန္အထိ။ ဖြဲ႕စည္းပုံျပင္ဆင္ေရးကိစၥအား ဆိုင္းငန္႕ထားဖို႕ ဦးသိန္းစိန္က ေျပာျခင္းျဖစ္သည္။ လိုရင္းကိုဆိုရလွ်င္၊ ေလာေလာဆယ္ အေျခအေန အခ်ိန္အခါသည္ ဖြဲ႕စည္းပုံ အေျခခံဥပေဒျပင္ဆင္ရန္ အခ်ိန္မေရာက္ေသးဟု ဆိုလိုသည္။ ထို႕အျပင္ ၁၉၉၀ ေရြးေကာက္ပြဲတုံးကကဲ့သို႕ အမိ်ဳးသားဒီမိုကေရစီ အဖြဲ႕ခ်ဳပ္ အႏိုင္ရပုံမ်ိဳး သမိုင္းတစ္ပတ္ျပန္လည္လာမည္ကိုလည္း ေၾကာက္ေနၾကသည္။အက်ိဳးဆက္မွာ PR ကို ဖုတ္ပူမီးတိုက္ တင္သြင္းလာၾကျခင္း ျဖစ္သည္။
ဤသို႕ျဖင့္ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ အမိ်ဳးသားဒီမိုကေရစီ အဖြဲ႕ခ်ဳပ္အား လူထုေထာက္ခံမႈ ေရခ်ိန္ ျမင့္တက္လာသည္ကို ၾကည့္၍၊ အာဏာရပါတီႏွင့္ အစိုးရက စိုးရိမ္မႈ ႀကီးလာေနသည္။ သို႕ျဖစ္သျဖင့္ PR စနစ္သည္ လူထုေထာက္ခံမႈ အားနည္းေသာ ပါတီမ်ား၏ ထိတ္လန္႕ေျခာက္ျခားမႈကတဆင့္၊ ေပၚထြက္လာသည့္ စဥ္းစားခ်က္ဟု ဆိုႏိုင္သည္။ ဤသည္မွာ ေယဘုယ်အားျဖင့္ လူထုကို ေလွ်ာ့တြက္ျခင္း ျဖစ္သည္။ မ်က္ေမွာက္ေခတ္ လူထုသည္ ႏိုင္ငံေရးႏိုးၾကားမႈ ေရခ်ိန္ျမင့္မားေသာ လူထုျဖစ္သည္။ လြတ္လပ္၍ တရားမွ်တေသာ ေရြးေကာက္ပြဲျဖစ္ပါက လူထုအေနျဖင့္ သူတို႕မည္သူ႕ကို ေရြးရမည္ဆိုသည္ကို ေကာင္းစြာ သေဘာေပါက္သည္။ ယခုကဲ့သို႕ လူထုကို ေလွ်ာ့တြက္သျဖင့္၊ ျဖစ္ေပၚလာမည့္ အက်ိဳးဆက္မ်ားမွာ ႏိုင္ငံေရးဆိုးက်ိဳးမ်ားသာ ျဖစ္ဖြယ္ရွိသည္။ လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ား၊ ႏိုင္ငံေရးပါတီမ်ား အေနျဖင့္ လူထုမဲဆႏၵကို လိုခ်င္လွ်င္၊ လူထုေထာက္ခံမႈကို  ရခ်င္လွ်င္၊ လူထု လိုအပ္ခ်က္မ်ားကို ျဖည့္ဆည္းေပးရန္သာ စဥ္းစားသင့္သည္။ လူထုကို ေလွ်ာ့တြက္ကာ၊ ႏိုင္ငံေရး မ်က္လွည့္ျပရန္ ႀကိဳးစားလွ်င္ မွားဖို႕ေသခ်ာသည္။ ရိုးသားမွသာ လူထု မဲဆႏၵကို ရႏိုင္ပါလိမ့္မည္။
အထူးသျဖင့္ ယေန႕ ႏိုင္ငံကို အုပ္ခ်ဳပ္ခြင့္ရေနသူမ်ားသည္ လူထု၏ သေဘာေကာင္းမႈအေပၚ ယခုထက္ပို၍ အခြင့္အေရး မယူသင့္ ပါ။ နာဂစ္မုန္တိုင္း သဘာဝေဘးအႏၱရယ္ကပ္ေဘး က်ေနသည့္ကာလတြင္ အခြင့္ေကာင္းယူကာ “၂၀၀၈ ဖြဲ႕စည္းပုံ အေျခခံဥပေဒ” ကို စစ္အုပ္စုစိတ္ၾကိဳက္ လူထုသေဘာဆႏၵမပါဘဲ အတည္ျပဳခဲ့သည့္ အခ်က္ကို လူထုက မသိဟု မထင္ပါႏွင့္။ ကာကြယ္ေရးႏွင့္ လံုျခဳံေရး (၁၁)ဦးေကာင္စီ သည္ လူထုသေဘာမတူဘဲ၊ ဥပေဒ၏ အထက္၌ ေနရာယူထားသည္မွာလည္း မသင့္ေလ်ာ္ပါ။ ဖြဲ႕စည္းပုံ အေျခခံဥပေဒ၌ အာဃာတတရားျဖင့္ လူပုဂိၢဳလ္တစ္ဦးအား ႏိုင္ငံ့ ေခါင္းေဆာင္မျဖစ္လာေလေစရန္ ရည္ရြယ္ကန္႕သတ္ထားသည့္ ပုဒ္မမ်ိဳးလည္း မထည့္သင့္ပါ။
တပ္မေတာ္၏ သေဘာတူ ေထာက္ခံမႈ မရလွ်င္ “၂၀၀၈ အေျခခံဥပေဒ” ကို လုံး၀ျပင္ဆင္၍ မရေစရန္ ထည့္သြင္းထားေသာ ပုဒ္မ ၄၃၆ သည္ ဒီမိုကေရစီ ေဖၚေဆာင္ျခင္းမျပဳႏိုင္ေအာင္ လုပ္ထားရာေရာက္သည္။ ဖြဲ႕စည္းပုံ၏ အသြင္သ႑ာန္ကို အရုပ္ဆိုး အက်ည္းတန္ေစလြန္းသည္။ ႏိုင္င့ံ လခရိကၡာ စားသုံးေနသည့္ ၀န္ထမ္းအဖြဲ႕အစည္း တစ္ခုက ေရြးေကာက္ပြဲ ၀င္ရန္မလိုဘဲ၊ ကိုယ္စားလွယ္ ၂၅ ရာခိုင္ႏႈန္းကို ကာကြယ္ေရးဦးစီးခ်ဳပ္တစ္ဦးတည္းက ေရြးခ်ယ္ျပီး လႊတ္ေတာ္၌  ဝင္ယူထားပုံမွာလည္း ေခတ္ကာလႏွင့္ မေလ်ာ္သည့္ အလြန္ရွက္ဖြယ္ ကိစၥျဖစ္ပါသည္။ ဤသို႕ေသာ မဖြယ္မရာ ကိစၥခပ္သိမ္းတို႕ကို ျပည္သူလူထုက သိရွိလာခ်ိန္တြင္၊ အာဏာကို အေသဆုပ္ကိုင္လိုေသာ သေဘာျဖင့္ ယခု PR စနစ္ကို တင္သြင္းလာသည့္ အာဏာပိုင္တို႕၏ ႏိုင္ငံေရး ကစားကြက္မွာ တိုင္းျပည္တည္ျငိမ္ေရးကို မုခ်ထိခိုက္ေစမည္ ျဖစ္သည္။ ႏိုင္ငံကို အမွန္ ဖြံ႕ျဖိဳးတိုးတက္ ျငိမ္းခ်မ္း သာယာေစခ်င္လွ်င္ ယခုကဲ့သို႕ ႏိုင္ငံေရး အကြက္ခ် ညစ္ပတ္မႈမ်ိဳးကို ေရွာင္ေစခ်င္သည္။ အကယ္၍ PR ေရြးေကက္ပြဲစနစ္ကို ရိုးသားစြာ အဆိုျပဳသည္ဆိုပါလွ်င္ လူထုဆႏၵခံယူပြဲ (Referendum) က်င္းပျပီး ဆုံးျဖတ္ဖို႕ လိုအပ္ေနျပီဟု ႏိႈးေဆာ္လိုက္ပါရေစ။။။။

NLD spokesman Nyan Win said the tally was preliminary as not all signatures had been counted since the party launched the campaign on May 27 along with 88 Generation Peace and Open Society, a group that comprises former student leaders of the 1988 uprising against military rule. Nyan Win said he was confident that the campaign would reach its target of 16 million signatures to amend Section 436 of the charter, which stipulates that three-quarters of Parliament’s members must support any constitutional amendment in order for it to become legal. The charter also gives the military 25 per cent of Parliament’s seats. “Last week the number rose above 3 million, according to the figures that reached us,” Nay Win said. “More [signatures] are one the way, especially from remote villages. They will arrive soon. These still do not cover the entire country. The campaign is still on,” he added. The campaign runs until July 19. Nyan Win said the total number of signatures collected would be announced at the end of July. Meanwhile, the campaign is attracting support from other political groups as well as artists, poets and organisations that assist the disabled. NLD chairperson Aung San Suu Kyi has said Myanmar will achieve greater progress in national reconciliation, national unity and the rule of law after the charter is amended. NLD and the Generation 88 members have held forums across the country to explain the necessity of amending a charter that leaves the military in control of the country.
